The lights go out first. The cell signal follows a few hours later, and almost no one plans for that part.

Most home backup planning stops at keeping the fridge cold and the lights on. But during a real, multi-day outage — a hurricane, an ice storm, a wildfire evacuation — the ability to reach someone often matters more than the ability to see in the dark. Before you worry about reaching other people, you need a reliable way to receive official information — because during severe weather, that information is often what tells you whether to shelter or evacuate in the first place.

A dedicated NOAA Weather Radio is the backbone of this layer. Unlike your phone's weather app, it doesn't depend on cell towers or Wi-Fi — it picks up a direct broadcast from the National Weather Service on a dedicated VHF frequency, so it keeps working exactly when regular broadcast infrastructure is most likely to be strained. Look for a few specific features when choosing one:

If cell service is spotty or overloaded (which happens fast in a real emergency, even before towers actually go down), a set of two-way radios — commonly called walkie-talkies — gives your family a way to coordinate that doesn't touch the cell network at all.

These are especially useful in a few specific scenarios that come up constantly in real emergency plans:

  • Coordinating between vehicles during an evacuation, when convoys get separated in traffic
  • Keeping in contact between the house and a detached garage, barn, or well pump during storm cleanup
  • Giving kids or elderly family members a simple way to reach you without needing a working phone
  • Communicating with neighbors during a neighborhood-wide outage or wellness check

A quick note on range: the "35-mile range!" claims printed on most retail packaging assume flat, open terrain with nothing in the way. In a neighborhood with houses, trees, and hills, real-world range is usually a fraction of that — but it's still often more than enough for family and local coordination purposes. Layer 4: Backup Internet When Wi-Fi Goes Down

Your home internet goes out with the power unless your router and modem are on backup power — and even then, it's only as good as your provider's own infrastructure staying up. A few practical options exist for this layer, each with real tradeoffs worth knowing before you need them:

Cellular mobile hotspot: works as long as your carrier's network is up, even if your home router isn't. Useful, but shares the same vulnerability as your phone — no cell service means no hotspot either.

Satellite messenger devices: two-way satellite communicators can send basic text messages and SOS alerts from almost anywhere, independent of both the power grid and cell towers. They're not a substitute for full internet access, but they're a genuine lifeline when nothing else works.

Keeping your existing router alive: if your internet service itself is still up (common in outages caused by something other than a widespread grid failure), the simplest fix is often just keeping your modem and router powered through a portable power station — a small draw that a compact unit can sustain for a long time.

Building Your Communication Layer: Where to Start

You don't need every option on this page — you need the right combination for how your household actually experiences an outage. A reasonable starting point looks like this:

  1. Get one NOAA weather radio with multiple power inputs — this is your baseline, non-negotiable layer.
  2. Add a set of two-way radios if your household spans multiple vehicles, buildings, or needs a way for kids or elderly members to reach you.
  3. Size a portable power station that can realistically keep phones, radios, and (if needed) a router charged for the length of outage you're actually likely to face.
  4. Revisit your family emergency plan and write down which device each person uses, and where it's kept — a communication layer only works if everyone knows how to use it before the power goes out.
